Operational Focus

Shannon, Ireland

Beginning October 1, 2012, U.S. Customs and Border Protection (CBP) pre-clearance availability in Shannon, Ireland will be limited to one shift, 0700-1500L daily. Currently, there is no planned availability for pre-clearance outside of these hours once this goes into effect.

Brazil

Brazilian authorities and ANAC seized 9 aircraft they claim are owned and operated by Brazilians but have non-Brazilian registries for alleged tax misconduct and violating Brazil's importation laws. Under Brazilian law, foreign registered aircraft are only allowed to remain in Brazil for up to 60 days without paying import taxes.

There have been no changes to the normal operating procedures for operating to Brazil. However, due to the increased scrutiny surrounding importation and cabotage, it is important that operators traveling to Brazil ensure they have all of their aircraft documentation in order and onboard their aircraft.

  Egypt
Egypt's president-elect Mohamed Morsi pushed ahead with selecting a government while a court suspended the ruling military's power to arrest civilians. Morsi is Egypt's first civilian president and its first elected leader since Hosni Mubarak was ousted early last year. He still has to contend with the Supreme Council of the Armed Forces, which took control after Mubarak resigned in February 2011, and will retain broad powers even after it formally transfers control to Morsi at the end of June. Also, the country's top court earlier this month declared the Islamist-dominated parliament to be null. The military subsequently assumed legislative powers and will dominate a powerful national security council headed by Morsi. The military also reserves the right to appoint a new constituent assembly should the one elected by parliament be disbanded by a court decision expected on September 1. But the Muslim Brotherhood has insisted that only parliament can appoint the assembly.

  Nigeria
Gunmen with explosives attacked two police stations Tuesday in the northern Nigerian city of Kano, a target of Islamist group Boko Haram, killing at least four people. Meanwhile, residents reported gunfire and blasts around another police station in the northeastern city of Damaturu, which was hit by deadly shootouts between suspected Islamists and security forces last week. In Kano, the Dala police station in the Goron Dutse area came under attack, police said. Residents also reported explosions followed by gunfire between police and attackers around the Panshekara station on the outskirts of the city.

  Kuwait
Thousands of Kuwaitis rallied against a court ruling scrapping legislative polls as the opposition called for a constitutional monarchy and a full parliamentary system. "This is the beginning of the road to a constitutional monarchy," prominent opposition MP Mussallam al-Barrak told a large gathered to protest the court ruling. This is the first time that Kuwait's mainstream opposition has called for fundamental reforms, a demand usually made by youth activists.

  • (VOMM) Chennai will be closed on Tuesdays and Saturdays from 0900-1100 through 31 July.
Low/No Fuel Announcements
  • (ALL - China) Chinese registered aircraft (Example: B-1234) are not able to fuel via UVair (or any reseller) as Chinese suppliers consider them a direct customer. Hong Kong (Ex: B-KAB, B-LCD), Taiwan (Ex: B-12345) or Macau (Ex: B-MEF) are not affected.
  • (VARIOUS - Kazakhstan) Confirm fuel availability in advance; fuel releases require a complete schedule (airport arriving from and departure destination).
  • (NTAA) Papeete - UVair supplier Air Total can only provide fuel during the hours 1900-0700 until further notice.
  • (OPPS) Peshawar - Arriving aircraft must tanker in sufficient fuel to allow for 30 minutes at holding speeds and other extensive delays caused by high military traffic and other contingencies.
  • (RCSS) Taipei - UVair supplier ChevronTexaco is unable to provide over-wing refueling.
  • (UTTT) Tashkent - UVair supplier Airport Authority will not provide fuel for tech stops. Only passenger flights where UTTT is the final destination will be fueled.

  Bangladesh
Heavy rains causing multiple landslides over the past three days have killed at least 50 people in south-east Bangladesh. Officials are describing it as the worst monsoon rainfall in years in the Chittagong region. Chittagong is the second largest city of Bangladesh. At least 150,000 people have also been stranded by the floods. Rescue operations are continuing but rains are hampering efforts. Flights to Chittagong airport have been cancelled. Most rail links have also been suspended after a railway bridge collapsed. Days of heavy rain have caused mud banks to collapse, burying houses and blocking roads. Chittagong port received 15.75 inches of rain in a single 12-hour period on Tuesday.

  • (EDDT) Berlin-Tegel is set to permanently close during the month in August. However, a definite date has not been set.
  • (EFHK) Helsinki will be closed daily from 1100-1330 through 18 July.
  • (EGLF) Farnborough will be closed daily:
    • 9 July between 1200-1530.
    • 10-12 July between 1245-1615.
    • 13 July between 1200-1630.
    • 14-15 July between1100-1700.
  • (UUWW) Moscow will be closed through 27 October between 2330-0200.
Low/No Fuel Announcements
  • (VARIOUS - France) UVair supplier Air Total will only provide fuel to operators presenting an AOC at Annemasse (LFLI), Tours (LFOT), and Le Mans (LFRM).
  • (VARIOUS - Ukraine) Fuel supplies are limited on all airports; be sure to advise volumes required and confirm availability well in advance. No fuel is stored on the airport at Sumy (UKHS); three days' advance notice required to arrange fueling.
  • (EGCC) Manchester - UVair supplier Valero (via MAFS) will exit on 30 June. New supplier arrangements are pending. No change to Ocean Sky.
  • (EGKK) London-Gatwick - UVair supplier Air Total (via GRS) fuels at hydrant zone of GA area regardless of handler, cannot guarantee fueling at non-hydrant stands 150-158. Commercial operations are top priority and fuel may not be given when asked (even if confirmed). Delays should be expected. Not suitable for tech stops.
  • (EGSS) London-Stansted - UVair supplier Valero fuels at all GA ramps or on opposite/south side of airport at commercial hydrant. Fueling at the hydrant requires taxi or tow across a live runway (up to one hour each way). Fuel is also available direct through Harrod's Aviation.
  • (LIPK) Forli - UVair supplier ENI Spa will exit 30 June.

  Greece
Several armed men rammed a van full of gas canisters into a Microsoft office in Athens, setting it alight, but nobody was hurt. They threatened security guards with guns during the attack on the office in the Athens suburb of Maroussi, police said. The van was destroyed and the floor of the building badly damaged. No group has claimed responsibility, though arson attacks have become more frequent during the economic crisis and are usually blamed on left-wing extremists. Microsoft said it would shut its office for the day. An investigation has been launched by Greece's anti-terrorism squad.

The rising tide of violent crime that has engulfed Venezuela has become a top issue in the country's presidential campaign, with opposition candidate Henrique Capriles blaming President Hugo Chavez's government for failing to halt the bloodshed. Yet Guzman and many other Venezuelans appear to have lost faith in the ability of any government as well as the police to address the problem, no matter who wins the October vote.

NBAA: Pilots Need to Prepare for Procedural Changes on Standard Instrument Departures
Changes are on the horizon that will affect pilots flying instrument departures and arrivals. The new "Climb Via" instruction for standard instrument departures (SIDs) is scheduled to go live on August 15. It mirrors the similar "Descend Via" instruction already being issued for standard terminal arrival route procedures.

Safety Alert Issued on Cockpit Weather Radar Displays
The National Transportation Safety Board (NTSB) has issued a safety alert warning pilots of potentially misleading age indications of weather radar images displayed in cockpits. These mosaic radar images are created by weather service providers using data collected from various NEXRAD ground sites.

TROPICAL
There is one tropical system at this time. Tropical Depression Doksuri is about 315 miles northeast of Manila, Philippines moving toward the northwest at 12 knots with sustained winds of 30 knots.

VOLCANOES
Etna, Italy has an ash cloud from 14,000 to 9,000 feet moving toward the southeast at 10 knots. Dukono, Halmahera, Indonesia has an ash cloud from 10,000 feet to the surface moving toward the northeast at 10 knots. Saukurajima, Kyushu, Japan has an ash cloud from 6,000 feet to the surface moving toward the northwest at 5 knots. Tungurahua, Ecuador has an ash cloud from 17,000 to 10,000 feet moving toward the west at 20 knots.

AFRICA
Thunderstorms are likely over central Africa. Patchy morning fog is likely over portions of the Ivory Coast.

ASIA
A strong cold front pushing through western Russia could produce rain showers and thunderstorms across the region. A series of weak cold fronts pushing through northern Russia could produce some rain showers across the area. A weak area of low pressure over northeastern China could bring thunderstorms across the area. Unsettled conditions over the central east coast of China could bring rain showers and thunderstorms across the region. A low pressure area just south of Japan could produce rain showers and fog along the southern coast.

SOUTHEAST ASIA/NORTH PACIFIC
Thunderstorms activity continues across Indochina as the summer monsoon persists. A series of cold fronts moving across the western North Pacific will produce rain showers, isolated thunderstorms and moderate turbulence. Rain and fog can be expected along the coast of central Alaska as low pressure is slow to exit the region.

AUSTRALIA/SOUTH PACIFIC
A cold front pushing through southeast Australia could bring rain showers across the area.

ATLANTIC/EUROPE
A cold front in the western North Atlantic could produce rain showers and thunderstorms across the region through the weekend. A cold front pushing through the U.K. and western Europe could produce rain showers and morning fog through tomorrow. Unsettled conditions over Scandinavia, Poland, and the Ukraine could bring showers across the area.

NORTH AMERICA
A cold front pushing through the northern Plains and the upper Midwest could produce rain showers and thunderstorms across the region. An area of low pressure over northern New England could bring rain showers across the region. A cold front approaching the Pacific Northwest could produce rain showers across the region. There will be a slight chance of afternoon showers and thunderstorms over the next few days across the southern Rockies. This could bring some much needed rain across the region which is battling numerous wildfires. A strong cold front over the east coast of Canada should produce rain showers and morning fog over the next few days.

SOUTH AMERICA
Clusters of thunderstorms will continue over central and northern portions of the continent. Patchy morning fog is likely across portions of eastern Brazil. A cold front pushing through central Chile and central Argentina could bring rain showers across the region. A cold front approaching southern Chile and southern Argentina could bring rain showers along the coast and snow to the higher terrain.
