FAQs When does the tax go into effect? The tax is effective as of April 29, 2012. All flights from April 29, 2012 through June 30, 2012 will be required to pay the tax by July 30, 2012. See below for more information on when the tax will be due moving forward. Who does the tax apply to? The tax is due on "aerotaxi flights," defined as passenger flights where the aircraft is chartered for its entire capacity on an exclusive basis. The tax is due by each passenger on each leg of the flight to the operator, who is then obliged to pay it. How much is the tax? The tax is a per-passenger tax: - 100 euros for each flight to or from the Italian territory of less than 1500 km
- 200 euros for each flight to or from the Italian territory in excess of 1500 km
How is the distance calculated? For calculation purposes, flight distance between point of departure and point of arrival (regardless of technical stop-overs) is calculated by reference to the great circle route plus 95 km. When is the tax paid? Time of payment of the tax by the operator depends on the aircraft country of registration: - EU-registered aircraft and aircraft registered in the European Economic Area (EU member States plus Iceland, Liechtenstein and Norway) must pay the tax by the end of each month by reference to the flights carried out in the previous month;
- Aircraft registered in other countries the must pay the tax prior to departure from the Italian territory or within the day following the date of arrival on the Italian territory.
How is the tax paid? The tax is paid via the F24 form, typically used in Italy for tax-payment purposes. Non-Italian operators can pay the tax via euro bank transfers as follows:

|  |  |  | Uganda Uganda's anti-government protesters are moving their rallies to remote villages to escape the heavy police response encountered in the capital city in their campaign against the alleged misrule of the country's long-serving leader. Instead of tear gas and batons encountered in Kampala in the past, protesters are met with apparent indifference in the countryside. Rallies in rural areas went ahead undeterred in recent days, but protest leaders caution that it might also be because it is more difficult there for the government to quickly mobilize resources such as anti-riot police or tear gas.
Egypt A train crashed and derailed south of Cairo on Tuesday, leaving four people injured, the Egyptian health ministry said. The train was headed for the town of Sohag, 300 miles south of the capital, when it crashed near Badrashin station near Cairo, a security source said. Five of its 15 carriages overturned. Passengers on another train, which had stopped, had thrown rocks and iron rods on the rails in protest at the delay, causing the derailment, the source said.
Libya Final results released Tuesday placed a liberal alliance ahead of other parties in Libya's first free nationwide vote in half a century, leaving Islamists far behind, but each side is already trying to build a coalition with independents. It appeared to be a rare Arab Spring setback for Islamists, who won elections in Egypt and Tunisia. The structure of the parliament, now heavy with independent members, left the final outcome uncertain. The election is a major step for a country emerging from 42 years of Moammar Gadhafi's one-man rule.

- (NTAA) Papeete - UVair supplier Air Total has fuel available as normal, but only between the hours of 1900 and 0700 LT.
- (OPPS) Peshawar - Arriving aircraft must tanker in sufficient fuel to allow for 30 minutes at holding speeds and other extensive delays caused by high military traffic and other contingencies.
- (RCSS) Taipei - UVair supplier ChevronTexaco is unable to provide over-wing refueling.
- (UTTT) Tashkent - UVair supplier Airport Authority will not provide fuel for tech stops. Only passenger flights where UTTT is the final destination will be fueled.

|  |  |  | Indonesia The Jakarta Police said on Monday that they would forbid organizations from conducting mass raids on the city's nightlife and entertainment venues during the Muslim fasting month of Ramadhan. "Only the police have the right to raid nightclubs that remain open during Ramadhan. No mass organization has such rights," a police spokesman told reporters. The city's culture and tourism agency said earlier this month that it would ban nightlife and entertainment venues from operating during Ramadhan, starting from the eve of the fasting month until one day after Idul Fitri. On Sunday, the Depok branch of hard-liner group the Islam Defenders Front (FPI) held a cavalcade around the city, demanding the Depok Police close down all nightlife venues in the city throughout Ramadhan.
Japan A typhoon menacing already sodden southwestern Japan could dump weeks' worth of rain on the area, forecasters warned Wednesday, as communities struggle to recover from huge floods. Typhoon Khanun was sitting just west of the main southern island of Kyushu, packing winds of up to 78 mph, the Japan Meteorological Agency said. Although a direct hit appears unlikely, about six inches of rain were forecast in 24 hours for Oita and Kumamoto prefectures, where floods and landslides have left 32 dead or missing over the last week.

- (EGKK) London-Gatwick - UVair supplier Air Total (via GRS) fuels at hydrant zone of GA area regardless of handler, cannot guarantee fueling at non-hydrant stands 150-158. Commercial operations are top priority and fuel may not be given when asked (even if confirmed). Delays should be expected. Not suitable for tech stops.
- (EGSS) London-Stansted - UVair supplier Valero fuels at all GA ramps or on opposite/south side of airport at commercial hydrant. Fueling at the hydrant requires taxi or tow across a live runway (up to one hour each way). Fuel is also available direct through Harrod's Aviation.
- (LIRA) Rome - UVair supplier Air Total has no fuel available.

|  |  |  | United Kingdom Hundreds of London taxi drivers have blocked a major intersection in the heart of the city to protest their exclusion from the road lanes dedicated to Olympic traffic. Drivers in black London cabs honked their horns as they jammed Parliament Square on Tuesday, sending lines of traffic snaking back along surrounding streets. The cabbies are miffed that they are not allowed into the "Games Lanes" reserved for Olympic athletes, officials, and VIPs. The first lane has already opened near Heathrow Airport and the rest start two days before the games, which run from July 27 to August 12.
Romania Romanian president Traian Basescu is likely to be impeached by voters in a referendum on July 29, an opinion poll showed on Wednesday, as long as turnout is high enough to make the vote valid. Prime Minister Victor Ponta's ruling Social Liberal Union (USL) alliance also remains the clear favorite to win a parliamentary election late in the year, the survey showed. The leftist USL, backed by parliament, suspended Basescu earlier this month, saying he had overstepped his powers. European Union leaders have criticized Ponta for his campaign to oust his political rival. Of the 1,104 people polled, 66 percent said they wanted Basescu to be impeached, with 34 percent against. The president is unpopular for backing austerity measures, including salary cuts and a rise in sales tax.

|  |  |  | Venezuela The concentration of power in the executive by President Hugo Chavez's government and its removal of human rights safeguards have given Venezuelan officials free rein to intimidate, censor, and prosecute critics and challengers, Human Rights Watch said Tuesday. The independent advocacy group's 134-page report, "Tightening the Grip: Concentration and Abuse of Power in Chavez's Venezuela," comes four years after its regional director and his deputy were forcibly expelled from Venezuela after presenting a report that reached a similar conclusion. In the interim, "the human rights situation in Venezuela has become even more precarious," the new report says. Venezuelan officials did not immediately respond to a request seeking comment on the report. Its release comes as Chavez, after 13 years in power promoting a socialist agenda that has included expropriation of private businesses, faces re-election on Oct. 7 against an opponent who accuses him of unfairly using state resources and monopolizing broadcast airwaves to his advantage.

Patchy morning fog is likely over portions of the Ivory Coast. ASIA A cold front pushing through western Russia could produce rain showers and thunderstorms across the region. An area of low pressure over north-central Russia should bring rain showers across the region. A stationary frontal boundary extending across northern China could keep rain showers and thunderstorms in the forecast through the beginning of next week. A weak warm front moving northward towards the coast of southern Japan could produce mainly afternoon thunderstorms across the region. SOUTHEAST ASIA/NORTH PACIFIC Thunderstorms activity continues across Indochina as the summer monsoon persists. A series of cold fronts moving across the western North Pacific will produce rain showers, isolated thunderstorms, and moderate turbulence. Rain and fog can be expected along the Aleutian Islands and south-central Alaska as low pressure approaches the area. A cold front pushing through north-central Alaska should produce rain showers across the region. AUSTRALIA/SOUTH PACIFIC A cold front pushing through southeast Australia could bring rain showers across the area. A cold front approaching New Zealand could produce rain showers across the area through the weekend. ATLANTIC/EUROPE A cold front extending to the south from the southern tip of Greenland may produce some light showers across the area. A weak area of low pressure near Iceland should keep showers in the forecast through the weekend. A series of weak, low pressure areas moving slowly across Scandinavia should produce rain showers over the next several days. A cold front extending from Poland to southern France has little moisture associated with it; therefore only isolated showers can be expected across the region through tomorrow. NORTH AMERICA A cold front pushing through mid-Atlantic states could produce rain showers and thunderstorms across the region. Unsettled conditions should persist across the Deep South which could lead to mainly afternoon thunderstorms. An area of low pressure coupled with a stationary frontal boundary could produce rain showers and thunderstorms from the central Plains to the Great Lakes region. A cold front approaching the Pacific Northwest could produce rain showers across the area. An area of low pressure over the Canadian Maritimes could produce rain showers and morning fog across the region through tomorrow. SOUTH AMERICA Clusters of thunderstorms will continue over central and northern portions of the continent. Patchy morning fog is likely across portions of eastern Brazil. A stationary frontal boundary over southeast Brazil may bring morning fog over the next few days.
